Rogers new $20 unlimited mobile browsing plan an error?

So I called Rogers to sign up for the new $20 Communicate Value Pack which according to their website includes "unlimited on-device mobile browsing". Only they refused to sell it to me, and claimed it was a mistake on their website they were rushing to correct. So they apologized and gave me 6 months of free unlimited data.
